=== January 2004 === January 3: Marwan Hassoun and his cousin Zaydun Al-Samarrai are taken from their broken-down truck at about curfew time and forced to jump from the Tharthar dam into the Tigris River; the latter drowns. First Lt. Jack M. Saville and Sgt. 1st Class Tracy E. Perkins were charged on 2004 June 7 with manslaughter, assault, conspiracy, making false statements, and obstruction of justice. Sgt. Reggie Martinez was charged three weeks later with manslaughter and for making false statements, and Spec. Terry Bowman with assault and making false statements. Martinez' and Bowman's charges were dropped; Perkins got six months in jail. Saville was jailed (45 days) and fined $12,000 for assault but he remained on active duty until his military obligation was fulfilled.
== Causes == It is mainly unknown what causes sJIA. There have been reports of seasonal fluctuations in the incidence of sJIA in some places but not in others. Although it has frequently been claimed that infectious organisms cause the condition to manifest, microbiologic and virologic analyses are unable to pinpoint a single agent as the cause. Since a negative septic screen is required for the diagnosis, sJIA is not an infectious disease by definition. There is evidence that suggests a genetic predisposition plays a role in the etiology of sJIA.
On 17 September, at least 12 people were killed and more than 2,750 were wounded, including Hezbollah members and civilians, after the explosions of their pagers in Lebanon and Syria, including in Beirut. Lebanese media reported that Israeli strikes struck Al-Jbeen, Shama, Majdal Zoun, Kfar Kila, Kfar Shiuba, Houla, al-Taybeh, the forest in the vicinity of Kounine and Beit Yahoun, and the outskirts of Yater. The IDF said that it struck Hezbollah sites in Chihine, Tayibe, Blida, Meiss El Jabal, Aitaroun and Kfarkela and a Hezbollah weapons depot in Khiam in these airstrikes. On 19 September, the IDF said that it started carrying out airstrikes against Hezbollah to destroy its capabilities in southern Lebanon while heavy bombing was reported in Deir Qanoun En Nahr.
This method has been described as the most viable means of disposing of radioactive waste, and as the state-of-the-art as of 2001 in nuclear waste disposal technology. Another approach termed Remix & Return would blend high-level waste with uranium mine and mill tailings down to the level of the original radioactivity of the uranium ore, then replace it in inactive uranium mines. This approach has the merits of providing jobs for miners who would double as disposal staff, and of facilitating a cradle-to-grave cycle for radioactive materials, but would be inappropriate for spent reactor fuel in the absence of reprocessing, due to the presence of highly toxic radioactive elements such as plutonium within it. Deep borehole disposal is the concept of disposing of high-level radioactive waste from nuclear reactors in extremely deep boreholes. Deep borehole disposal seeks to place the waste as much as 5 kilometres (3.1 mi) beneath the surface of the Earth and relies primarily on the immense natural geological barrier to confine the waste safely and permanently so that it should never pose a threat to the environment. === Helmholtz === The model dubbed the 'electric double layer' was first introduced by Hermann von Helmholtz. It assumes that a solution is only composed of electrolytes, no reactions occur near the electrode which could transfer electrons, and that the only Van der Waals interactions are present between the ions in solution and the electrode. These interactions arise only due to the charge density associated with the electrode which arises from either an excess or deficiency of electrons at the electrode's surface. To maintain electrical neutrality the charge of the electrode will be balanced by a redistribution of ions close to its surface. The attracted ions thus form a layer balancing the electrode's charge. The closest distance an ion can come to the electrode will be limited to the radius of the ion plus a single solvation sphere around an individual ion. Overall, two layers of charge and a potential drop from the electrode to the edge of the outer layer (outer Helmholtz Plane) are observed. Given the above description, the Helmholtz model is equivalent in nature to an electrical capacitor with two separated plates of charge, for which a linear potential drop is observed at increasing distance from the plates. The Helmholtz model, while a good foundation for the description of the interface does not take into account several important factors: diffusion/mixing in solution, the possibility of adsorption on to the surface and the interaction between solvent dipole moments and the electrode.
By 1300, Moscow was one of the leading principalities within Vladimir-Suzdal, alongside Tver. On the right bank of the Moskva River—at a distance of eight kilometers (5 mi) from the Kremlin—Daniel founded the first monastery with the wooden church of St. Daniel-Stylite, which is now the Danilov Monastery. Following Daniel's death in 1303, the territory of the principality almost tripled in size, encompassing the entire Moskva River along with its tributaries, which allowed Moscow to become self-sufficient. The principality was also provided with a river network that facilitated trade. Daniel's descendants struggled with the princes of Tver over succession to the grand principality. Yury won recognition as the grand prince from the contemporary Mongol khan in 1318, but Yury lost the title four years later. Ivan I recovered the grand princely throne from Tver after proving himself to be a loyal servant of the khan. Ivan collected tribute for the khan of the Golden Horde from dependent Russian princes, and he used the funds that he acquired to develop Moscow. In addition, the metropolitan of the Russian Church found an ally in Ivan and moved his seat from the nominal capital of Vladimir to Moscow. The foundation of Moscow's first stone church, the Dormition Cathedral, was laid in 1326, and the metropolitan chose to be buried there—an act that confirmed Moscow's status as the spiritual center of Russian Orthodoxy.
